Sir Edward Grey to Sir J. Jordan.
MINES of Peking Syndicate in Honan.
Foreign Office, April 20, 1909.
The Syndicate state that the Wai-wu Pu and the Governor of Honan are offering strong opposition to the sale of their coal anywhere in the interior of China, including the pit's mouth itself, and that the sale of coal at the mines is consequently stopped. They represent that their Agreement contains no stipulation denying them the right to sell their coal in China.
The Syndicate further say that an Agreement was signed on the 1st instant by officials from the Trade Bureau representing the Governor, undertaking that the latter should give instructions for notices to be issued by the Magistrates to the effect that the people were to be allowed to buy coal without interference.
